Conference Background:
Since1931,the research conducted by Internationally renowned security experts, such as Heinrich, shows that more than 80% accidents result from people's unsafe behavior. Almost all serious safety accidents are occured by illegal operation, neither in the domestic nor international. Many international experiences have demonstrated that in order to effectively prevent the serious security incidents, unsafe human behaviors must be controlled. That is, behavior-based safety methods should be applied.
In order to controlled people's unsafe behavior,measures should be taken on three aspects: individual,organizational and cultural.According to management theory, the behavior coordination on these three aspects is also the usual sense of safety management. Therefore, behavior-based safety and safety management is a question of either expression. The safety management is commonly used in China, but in the international the more common is the
behavior-based safety.The theme of the conference is behavior-based safety and safety management.
